ওমানে প্রবাসীরা এনওসি ছাড়াই চাকরী চেঞ্জ করতে পারবেন
ওমানে চলতি বছর থেকে কোনো প্রবাসী চাকরী পরিবর্তন করতে চাইলে এনওসির প্রয়োজন হবে না এমন ঘোষণা দিলেও তা কার্যকর হতে কিছুটা সময় লেগেছে। যে কারনে এতদিন ওমান প্রবাসীরা চাইলেও এনওসি বাতিলের সুবিধা গ্রহণ করতে
পারেন নি। তবে এখন থেকে প্রবাসীরা চাইলেই এই সুযোগ নিতে পারবেন বলে জানিয়েছে দেশটির শ্রম মন্ত্রণালয়ের একজন ঊর্ধ্বতন কর্মকর্তা।
তিনি বলেন, চলতি বছরের শুরু থেকেই প্রবাসীরা এনওসি ছাড়াই চাকরী পরিবর্তন করতে পারবেন। তবে শ্রম মন্ত্রণালয়ে প্রযুক্তিগত জটিলতার কারণে এই কাজ কিছুটা বিলম্ব হয়েছিল। টাইমস অফ ওমানকে দেওয়া এক সাক্ষাৎকারে তিনি
বলেন, “শ্রম মন্ত্রণালয়ের অনলাইন পরিসেবায় যে সমস্যা হয়েছিলো, তা সংশোধন করা হয়েছে। বর্তমানে প্রবাসীরা চাইলে চাকরী পরিবর্তনের জন্য আবেদন করতে পারবেন বলেও উল্লেখ করেন এই কর্মকর্তা।
রয়্যাল ওমান পুলিশের এক কর্মকর্তার বরাত দিয়ে টাইমস অব ওমান জানিয়েছে, “আরওপি নিয়ম অনুসারে এনওসি বাতিলের বিষয়ে যে সিদ্ধান্ত জারি করেছিল তা বাস্তবায়ন শুরু হয়েছে। তাই কোনো প্রবাসী কাজের চুক্তি পরিবর্তন করতে চাইলে অবশ্যই প্রথমে শ্রম মন্ত্রণালয়ে অনুমোদন নিতে হবে।”
পুলিশের এই কর্মকর্তা আরও বলেন, “চাকরি পরিবর্তন করা প্রবাসীদের ভিসার সাথে সংযুক্ত নয়, বরং কর্মসংস্থান চুক্তির সময়কালের সাথে সম্পর্কযুক্ত। ওমানের কয়েকটি সংস্থা তিন থেকে ১২ মাসের চুক্তি সম্পাদন করে। প্রযুক্তিগত ভাবে, এই সময়সীমাটি শেষ হওয়ার পরেই প্রবাসীরা অন্য সংস্থায় যোগ দিতে পারবেন।
দেশটির সরকারী যোগাযোগ কেন্দ্রের নথি অনুসারে প্রবাসীদের চাকরির চুক্তিতে একটি ‘অ প্রতিযোগিতামূলক ধারা’
অন্তর্ভুক্ত থাকে। তাই তাদের বর্তমান চুক্তির মেয়াদ শেষ না হওয়া পর্যন্ত নিয়োগকারী বা চাকরী পরিবর্তন করতে পারবেন না বলেও উল্লেখ করা হয়। অর্থাৎ যে সকল প্রবাসীদের ভিসার মেয়াদ শেষ হয়েছে, তারা চাইলে এখন এনওসি ছাড়াই মালিক পরিবর্তন করতে পারবেন।
